State EMS Medical Advisor (EMS003.2603)

Position Summary

The State EMS Medical Advisor serves as the medical advisor to the Division of State Emergency Medical Services, providing clinical leadership and expert consultation across all operational, regulatory, and policy functions. Working under the general direction of the State EMS Director and Deputy Director, this position advises on prehospital medical care standards, protocol development, system design, and clinical quality oversight.

In addition, the State EMS Medical Advisor serves as the Medical Director for the New York State EMS Task Force, providing medical direction, policy guidance, and clinical oversight for Task Force operations and specialty response missions. This role ensures medical readiness, establishes and maintains clinical governance and credentialing standards, and provides indirect medical direction for all Task Force operations conducted under the authority of the Department.

The State EMS Medical Advisor collaborates with the State Emergency Medical Advisory Committee (SEMAC), State EMS Council (SEMSCO), EMS medical directors, and other partners to ensure statewide alignment with evidence-based practice and equitable access to high-quality emergency care

Complexity

This position requires the exercise of advanced clinical judgment and policy interpretation in the development and oversight of statewide EMS medical standards. Work involves balancing medical, legal, and operational factors; applying expert knowledge of emergency medicine, health-systems regulation, and EMS operations; and issuing recommendations that may have statewide consequence. The incumbent acts independently within broad policy parameters, providing authoritative consultation to executive leadership, regulatory programs, and external partners.

State EMS Compliance and Conduct Unit Investigator (EMS029.2511)

Position Summary

The Compliance and Conduct Unit EMS Investigator (Health Systems Specialist 1 EMC) conducts comprehensive investigations, licensing evaluations, and field inspections of EMS agencies, training programs, and certified providers. This position ensures compliance with Article 30 of Public Health Law and related regulations governing emergency medical services across New York State.

Investigators perform on-site surveys, evaluate operational and clinical performance, and review allegations involving EMS personnel or organizations. The role requires strong analytical, communication, and field documentation skills to ensure findings are objective, evidence-based, and aligned with Division standards.

While not routine, this position may also be called upon to support or respond to emergency operations or significant incidents, providing subject matter expertise and operational support consistent with the Division’s emergency management responsibilities.

Working under direct supervision, the EMS Investigator plays a critical role in safeguarding patient care, sustaining regulatory integrity, and ensuring the reliability and readiness of New York State’s EMS system

Complexity

Work requires independent judgment in applying established investigative, regulatory, and technical procedures to a wide range of cases. Assignments involve interpreting complex laws, analyzing operational data, and producing factual, defensible reports. Decisions impact agency licensing, provider certification, and public safety outcomes. Errors may result in inappropriate enforcement actions or missed compliance violations.

EMS Task Force Zone Chief (EMS053.2511)

Position Summary

The EMS Task Force Zone Chief provides strategic leadership, operational oversight, and technical guidance for all EMS Task Force activities within an assigned geographic zone. Acting as the equivalent of a regional EMS agency commander, the Zone Chief manages personnel, vehicles, equipment, and operational deployments to ensure the zone maintains full readiness for all-hazards medical response. This position serves as the primary point of integration between the State EMS Task Force, the State Medical Operations Coordination Center (SMOCC), regulated health care facilities, EMS agencies, public health departments, and emergency management entities to coordinate preparedness, surge capacity, and emergency medical operations. 

Complexity

The position requires advanced decision-making and leadership in both steady-state and high-pressure emergency environments. The incumbent must integrate complex information from multiple sources, direct large-scale field operations, allocate resources across jurisdictions, and resolve competing priorities in real time. The role involves significant supervisory responsibility, command authority during incident activations, and coordination with diverse stakeholders, where errors could have major consequences for public health, responder safety, and operational effectiveness.

Analytics and Research Unit Manager (EMS094.2603)

Position Summary

The Analytics and Research Unit Manager (Data Analyst 2) serves as the lead technical and analytical authority for EMS data analytics within the Division of State Emergency Medical Services. The position directs the development, analysis, and interpretation of complex EMS datasets to support statewide surveillance, policy development, operational planning, performance monitoring, and emergency response activities.

The incumbent is responsible for leading and supporting the development, administration, and expansion of Division-managed analytic and geospatial platforms used for EMS data visualization, situational awareness, and reporting. The position plays a key role in shaping and operationalizing Division-owned data repositories, including data lakes and data warehouses, by defining analytic requirements, supporting data modeling and integration, and ensuring these systems meet programmatic, operational, and strategic needs. The position works collaboratively with internal Division programs and approved external public health stakeholders to support system access, training, and controlled data sharing in accordance with executed data use agreements and established data governance standards.

Analytic, reporting, and platform development activities primarily utilize EMS datasets maintained by the Division of State Emergency Medical Services. Additional data sources may be incorporated when approved and integrated to support specific analytic or operational needs, in accordance with established governance processes

Complexity

The position performs advanced analytical work requiring independent judgment, technical expertise, and problem-solving skills to interpret complex EMS data and develop analytic products that inform policy, operational, and strategic decision-making. Work involves selecting and applying advanced statistical, analytical, and geospatial methods; integrating data across systems; and ensuring analytic accuracy and integrity. The position operates with broad discretion in determining analytic approaches, prioritizing work, and resolving technical issues, with significant consequences for data quality, decision-making, and public health outcomes.
