 Action Description for DOH Webpage:Upon the effective date of this order, the physician’s New York State medical license suspension shall terminate and he is now permitted to practice medicine at Staten Island University Hospital to assist with the COVID-19 crisis as approved by the Director of the Office of Professional Medical Conduct (Director), and as part of his physician re-entry program. Any practice of medicine in New York State outside of this approved work and re-entry program or beyond the COVID-19 declaration period, shall constitute the unauthorized practice of medicine. Upon the completion of the COVID-19 declaration period, the physician shall complete the remainder of his re-entry program. Upon the completion of the re-entry program and CME requirements defined in the original board order, the physician is placed on probation for two years with conditions. The physician remains subject to all remaining terms and conditions of the original board order.
 Misconduct Description for DOH Webpage:This order is a modification of the terms and conditions of BPMC #19-283 that went into effect November 25, 2019 and does not constitute a new disciplinary action. Previously, the Administrative Review Board affirmed the Hearing Committee’s May 15, 2019 determination finding the physician guilty of having committed professional misconduct by having been convicted in the United States District Court, District of New Jersey of Racketeering-Transporting in Aid of Travel Act-Acceptance of Bribes (one count) and also by having been disciplined by the New Jersey Board of Medical Examiners due to his criminal conviction.

Once the physician completes these terms and receives approval to resume the practice of medicine from the Director, he will be subject to probation for two years with conditions. During the period of probation the physician may only practice medicine when his practice is being monitored by a licensed physician board certified in an appropriate specialty.
